Meclis\u2019te ortaya \u00e7\u0131kan istismar iddialar\u0131 yaln\u0131zca tekil bir skandal de\u011fil; uzun zamand\u0131r biriken \u00e7\u00fcr\u00fcmenin, sorumsuzlu\u011fun ve hesap vermezli\u011fin en g\u00fcncel g\u00f6stergesidir. \u201cBir kerede bir \u015fey olmaz\u201d diyen zihniyetin yaratt\u0131\u011f\u0131 sonu\u00e7tur bu.<\/p>\n\n\n\n<p>2025 y\u0131l\u0131n\u0131n iktidar taraf\u0131ndan \u201caile y\u0131l\u0131\u201d ilan edilmesi ironiden \u00f6te bir durumdur. Ayn\u0131 y\u0131l i\u00e7inde yurtlarda, okullarda ve i\u015fyerlerinde \u00e7ocuklara y\u00f6nelik taciz ve istismar vakalar\u0131n\u0131n artmas\u0131, denetimsizli\u011fin, cezas\u0131zl\u0131\u011f\u0131n ve sistematik ihmalin boyutlar\u0131n\u0131 a\u00e7\u0131k\u00e7a g\u00f6stermektedir. \u201cAileyi g\u00fc\u00e7lendirme\u201d s\u00f6ylemi, toplumsal sorunlar\u0131 g\u00f6r\u00fcnmez k\u0131lman\u0131n ve siyasi sorumlulu\u011fu \u00f6rtbas etmenin arac\u0131 h\u00e2line gelmi\u015ftir.<\/p>\n\n\n\n<p>Bug\u00fcn Meclis\u2019te dahi \u00e7ocuklar\u0131n g\u00fcvenli\u011fi sa\u011flanam\u0131yorsa, \u00fclkenin d\u00f6rt bir yan\u0131ndaki yurtlarda, okullarda ve cemaat yap\u0131lanmalar\u0131nda neler ya\u015fand\u0131\u011f\u0131n\u0131 tahmin etmek zor de\u011fildir. Bu sessizlik ve duymazl\u0131k yaln\u0131zca iktidar\u0131n de\u011fil, muhalefetin de sorumluluktan ka\u00e7t\u0131\u011f\u0131n\u0131 g\u00f6stermektedir. Birka\u00e7 kad\u0131n milletvekilinin \u00e7abas\u0131 d\u0131\u015f\u0131nda, Meclis neredeyse tamamen sessizdir. Bu sessizli\u011fin iki ad\u0131 vard\u0131r: siyasi korku ve siyasal konfor.<\/p>\n\n\n\n<p>Kendisine \u201csol\u201d, \u201csosyalist\u201d ve \u201chalk\u0131n temsilcisi\u201d diyenler, Meclis\u2019i halk\u0131n m\u00fccadelesini b\u00fcy\u00fctmek i\u00e7in de\u011fil, kendi siyasi varl\u0131klar\u0131n\u0131 s\u00fcrd\u00fcrmek i\u00e7in bir mevziiye d\u00f6n\u00fc\u015ft\u00fcr\u00fcyor. Oysa Meclis, halk\u0131n hakk\u0131n\u0131, adaletini ve g\u00fcvenli\u011fini savunacak, sistemi te\u015fhir edecek bir mevzi olmal\u0131yd\u0131. \u00c7ocuklara ve gen\u00e7lere y\u00f6nelik istismar iddialar\u0131 kar\u015f\u0131s\u0131nda suskun kalan bir parlamento, me\u015fruiyet \u00fcretemez.<\/p>\n\n\n\n<p>Mecliste stajyer olarak g\u00f6rev yapan, Meclis lokantas\u0131nda \u00e7al\u0131\u015fan H.\u0130.G. taraf\u0131ndan cinsel istismara u\u011frad\u0131\u011f\u0131n\u0131 beyan eden D.K.\u2019nin \u015fikayeti \u00fczerine ba\u015flat\u0131lan adli s\u00fcrecin devam etti\u011fi s\u00f6ylenmektedir. D\u00fcn bir fail tutuklan\u0131rken, y\u00fcr\u00fct\u00fclen soru\u015fturma kapsam\u0131nda 5 ki\u015fi hakk\u0131nda inceleme ba\u015flat\u0131ld\u0131\u011f\u0131 ve bunlardan 4&#8217;\u00fcn\u00fcn g\u00f6zalt\u0131na al\u0131nd\u0131\u011f\u0131 bildirildi. Bu olay, Meclis gibi \u201cen g\u00fcvenli\u201d olmas\u0131 gereken bir kurumda dahi \u00e7ocuklar\u0131n korunamad\u0131\u011f\u0131n\u0131 g\u00f6steriyor.<\/p>\n\n\n\n<p>Bu tablo yaln\u0131zca istismar vakalar\u0131 ile s\u0131n\u0131rl\u0131 de\u011fildir. T\u00fcrkiye\u2019de \u00e7ocuklar, i\u015fyerlerinde de ya\u015famlar\u0131n\u0131 tehlikeye atan ko\u015fullara maruz b\u0131rak\u0131lmaktad\u0131r. Tuzla\u2019da 16 ya\u015f\u0131ndaki Alperen Kara\u00e7engel, \u00e7al\u0131\u015ft\u0131\u011f\u0131 fabrikada \u00e7\u0131kan yang\u0131n sonucu hayat\u0131n\u0131 kaybetti. \u0130\u015f\u00e7i Sa\u011fl\u0131\u011f\u0131 ve \u0130\u015f G\u00fcvenli\u011fi (\u0130S\u0130G) Meclisine g\u00f6re Kara\u00e7engel, bu y\u0131l \u00e7al\u0131\u015f\u0131rken ya\u015fam\u0131n\u0131 yitiren 87\u2019nci \u00e7ocuktur. Bu trajik olay, \u00e7ocuk i\u015f\u00e7ili\u011finin ve i\u015f g\u00fcvenli\u011fi denetimsizli\u011finin vahim sonu\u00e7lar\u0131n\u0131 g\u00f6zler \u00f6n\u00fcne sermektedir. \u00c7ocuklar\u0131n istismara u\u011framas\u0131 veya \u00f6l\u00fcme maruz b\u0131rak\u0131lmas\u0131 tesad\u00fcf de\u011fil; sistemin ihmali ve koruma mekanizmalar\u0131n\u0131n \u00e7\u00f6k\u00fc\u015f\u00fcn\u00fcn sonucudur.<\/p>\n\n\n\n<p>Bug\u00fcn Meclis\u2019te b\u00fct\u00e7e g\u00f6r\u00fc\u015fmeleri s\u00fcrerken, \u00fclkenin \u00e7ocuklar\u0131 korunamaz h\u00e2lde; kaynaklar b\u00fcy\u00fck sermaye \u00e7evrelerine aktar\u0131lmakta, yurt g\u00fcvenli\u011fi, okul denetimi ve \u00e7ocuk koruma mekanizmalar\u0131 geri plana itilmekte ve halk\u0131n gelece\u011fi giderek daralan imk\u00e2nlara s\u0131k\u0131\u015fmaktad\u0131r.<\/p>\n\n\n\n<p>Bu d\u00fczenin kad\u0131n ve \u00e7ocuk d\u00fc\u015fmanl\u0131\u011f\u0131 tesad\u00fcf de\u011fildir. Piyasac\u0131 politikalar ve dinselle\u015ftirilmi\u015f toplumsal yap\u0131n\u0131n do\u011fal sonucudur. Cezas\u0131zl\u0131k artt\u0131k\u00e7a istismar yayg\u0131nla\u015f\u0131r, denetimsizlik b\u00fcy\u00fcd\u00fck\u00e7e su\u00e7 \u00f6rg\u00fctlenir ve toplumsal muhalefet susturulduk\u00e7a en savunmas\u0131zlar zarar g\u00f6r\u00fcr.<\/p>\n\n\n\n<p>Art\u0131k yeter. Toplumun sesini y\u00fckseltmesi bir tercih de\u011fil, zorunluluktur. \u00c7ocuklar\u0131n g\u00fcvenli\u011fini ve gelece\u011fini savunmak yaln\u0131zca ailelerin de\u011fil; kad\u0131nlar\u0131n, gen\u00e7lerin, emek\u00e7ilerin ve t\u00fcm toplumun sorumlulu\u011fudur. Bu sorumluluk, susmakla de\u011fil; dayan\u0131\u015fmayla, \u00f6rg\u00fctlenmeyle ve g\u00f6r\u00fcn\u00fcr toplumsal itirazla yerine getirilebilir.<\/p>\n\n\n\n<p>Mesele yaln\u0131zca bir istismar veya i\u015f kazas\u0131 vakas\u0131 de\u011fil; rejimin, ekonomik d\u00fczenin ve siyasal yap\u0131n\u0131n halk\u0131 koruma kapasitesini yitirmi\u015f olmas\u0131d\u0131r. \u00c7ocuklar\u0131n gelece\u011fini savunmak, bu d\u00fczenin sorgulanmas\u0131 ve de\u011fi\u015ftirilmesi m\u00fccadelesidir. Bug\u00fcn\u00fcn \u00f6fkesi yar\u0131n\u0131n \u00f6rg\u00fctl\u00fc g\u00fcc\u00fcne d\u00f6n\u00fc\u015febilmelidir.<\/p>\n\n\n\n<p>\u00c7ocuklar\u0131n hayat\u0131 siyasetin suskunlu\u011funa ve ihmaline terk edilemez.<\/p>\n\n\n\n<p>\u00c7ocuk istismar\u0131 tek boyutlu de\u011fildir. Fiziki, cinsel, ekonomik ve duygusal istismar ile ya\u015famsal haklar\u0131n ihmali i\u00e7 i\u00e7e ge\u00e7mi\u015f durumdad\u0131r. G\u00fcnler \u00f6nce Milli E\u011fitim Bakan\u0131 Yusuf Tekin\u2019in \u00f6vd\u00fc\u011f\u00fc MESEM\u2019ler, bu i\u00e7 i\u00e7e ge\u00e7mi\u015f s\u00f6m\u00fcr\u00fcn\u00fcn somut \u00f6rneklerinden biridir. Ortaokul ve lise \u00e7a\u011f\u0131ndaki \u00e7ocuklar MESEM\u2019lerde ekonomik, fiziksel, cinsel ve duygusal s\u00f6m\u00fcr\u00fcye maruz kalmaktad\u0131r.<\/p>\n\n\n\n<p>\u0130stismar\u0131n \u00f6n\u00fcne ge\u00e7menin yolu, \u201cYasama \u00e7at\u0131s\u0131 alt\u0131nda nas\u0131l b\u00f6yle bir \u015fey olur?\u201d t\u00fcr\u00fc lak\u0131rd\u0131lardan ge\u00e7mez. Her t\u00fcrl\u00fc s\u00f6m\u00fcr\u00fcye ve ihmale kar\u015f\u0131 birlikte m\u00fccadele etmek gerekir.
