Halep\u2019te K\u00fcrt mahallelerinin ku\u015fat\u0131lmas\u0131, zorla tahliyeler ve sistematik bask\u0131lar; 2014\u2019te Koban\u00ea\u2019den ka\u00e7mak zorunda kalan sivillerin haf\u0131zalara kaz\u0131nm\u0131\u015f g\u00f6r\u00fcnt\u00fclerini yeniden canland\u0131rmaktad\u0131r. Bu tablo, Ortado\u011fu\u2019da emek\u00e7i halklar\u0131n ve ezilen uluslar\u0131n kaderinin, b\u00fcy\u00fck g\u00fc\u00e7ler ve yerel gerici odaklar taraf\u0131ndan pazarl\u0131k masalar\u0131nda nas\u0131l ara\u00e7salla\u015ft\u0131r\u0131ld\u0131\u011f\u0131n\u0131n somut bir \u00f6zetidir.<\/p>\n\n\n\n<p>Bug\u00fcn bir kez daha a\u00e7\u0131\u011fa \u00e7\u0131kan tarihsel ger\u00e7ek \u015fudur: Devletlerin dostlar\u0131 yoktur, yaln\u0131zca s\u00fcreklilik arz eden \u00e7\u0131karlar\u0131 vard\u0131r. Emperyalist haydutlar\u0131n ve bu ba\u011flamda fa\u015fist T\u00fcrk devletinin \u00e7\u0131kar mant\u0131\u011f\u0131, Osmanl\u0131\u2019n\u0131n son d\u00f6neminden So\u011fuk Sava\u015f\u2019a, 1991 K\u00f6rfez Sava\u015f\u0131\u2019ndan 2011 Suriye i\u00e7 sava\u015f\u0131na kadar \u00f6z\u00fcnde de\u011fi\u015fmemi\u015ftir. Dengeler her k\u0131r\u0131ld\u0131\u011f\u0131nda, d\u00fcn \u201cm\u00fcttefik\u201d ilan edilen halklar bir anda g\u00f6zden \u00e7\u0131kar\u0131lm\u0131\u015f; bedeli ise her seferinde siviller, kad\u0131nlar ve \u00e7ocuklar \u00f6demi\u015ftir.<\/p>\n\n\n\n<p>Rojava Direni\u015finin Tarihsel Anlam\u0131 ve Yap\u0131sal S\u0131n\u0131rlar\u0131<\/p>\n\n\n\n<p>2014\u2019te Rojava\u2019da ortaya \u00e7\u0131kan direni\u015f, yaln\u0131zca askeri bir ba\u015far\u0131 de\u011fil; I\u015e\u0130D barbarl\u0131\u011f\u0131na kar\u015f\u0131 halklar\u0131n ortak m\u00fccadelesinin sembol\u00fcyd\u00fc. K\u00fcrtler ba\u015fta olmak \u00fczere Araplar, S\u00fcryaniler ve di\u011fer halklar ile enternasyonalist devrimciler, b\u00fcy\u00fck bedeller \u00f6deyerek bu karanl\u0131k tehdidi p\u00fcsk\u00fcrtt\u00fc. 2017\u2019ye gelindi\u011finde SDG, Suriye sahas\u0131nda belirleyici bir g\u00fc\u00e7 haline geldi.<\/p>\n\n\n\n<p>Ancak bu askeri ve siyasal g\u00fc\u00e7, ba\u015f\u0131ndan itibaren emperyalist dengeler ve b\u00f6lgesel devletlerin \u00e7\u0131kar hesaplar\u0131 taraf\u0131ndan ku\u015fat\u0131ld\u0131. S\u00fcrekli olarak I\u015e\u0130D\u2019e kar\u015f\u0131 sava\u015fan ve sahada ba\u015far\u0131 g\u00f6steren bir g\u00fc\u00e7 olarak \u00f6vg\u00fcler dizilirken, bu \u00f6vg\u00fcler hi\u00e7bir zaman somut ve kal\u0131c\u0131 kazan\u0131mlara d\u00f6n\u00fc\u015ft\u00fcr\u00fclmedi. K\u00fcrtler hi\u00e7bir a\u015famada resmi, g\u00fcvence alt\u0131na al\u0131nm\u0131\u015f bir stat\u00fcye kavu\u015fturulmad\u0131.<\/p>\n\n\n\n<p>Rojava deneyimi; kad\u0131n \u00f6zg\u00fcrl\u00fc\u011f\u00fc, yerel demokrasi ve halklar\u0131n birlikte ya\u015fam\u0131 a\u00e7\u0131s\u0131ndan \u00f6nemli dersler bar\u0131nd\u0131rsa da, emperyalist g\u00fc\u00e7lere ba\u011f\u0131ml\u0131 askeri ve diplomatik denklemler i\u00e7inde s\u0131k\u0131\u015fmas\u0131, kal\u0131c\u0131 ve g\u00fcvenli bir \u00e7\u00f6z\u00fcm \u00fcretmesini zorla\u015ft\u0131rd\u0131. Halklar\u0131n kendi \u00f6z \u00f6rg\u00fctl\u00fcl\u00fckleri ve ba\u011f\u0131ms\u0131z siyasal iradeleri g\u00fc\u00e7lenmeden, d\u0131\u015f g\u00fc\u00e7lere yaslanan hi\u00e7bir modelin kal\u0131c\u0131 olamayaca\u011f\u0131 bug\u00fcn \u00e7ok daha a\u00e7\u0131k bi\u00e7imde g\u00f6r\u00fclmektedir.<\/p>\n\n\n\n<p>Uluslararas\u0131 Oyalama Mekanizmalar\u0131 ve K\u00fcrtlerin D\u0131\u015flanmas\u0131<\/p>\n\n\n\n<p>Bug\u00fcne kadar onca bedel ve m\u00fccadeleye ra\u011fmen, K\u00fcrt siyasal yap\u0131lar\u0131 hi\u00e7bir uluslararas\u0131 toplant\u0131ya ger\u00e7ek ve ba\u011f\u0131ms\u0131z bir \u00f6zne olarak dahil edilmedi. Suriye\u2019nin gelece\u011fine dair masalarda her t\u00fcrden \u00e7ete yap\u0131s\u0131, mezhep\u00e7i milis ve gerici \u00f6rg\u00fct yer bulurken, K\u00fcrtlere s\u00f6ylenen hep ayn\u0131 oldu: \u201c\u015eimdi s\u0131ras\u0131 de\u011fil\u201d, \u201cBiz zaten sizi temsil ediyoruz.\u201d<\/p>\n\n\n\n<p>Bu s\u00f6ylem, bilin\u00e7li bir oyalama politikas\u0131n\u0131n par\u00e7as\u0131yd\u0131. Afrin i\u015fgal edilirken, ard\u0131ndan Gir\u00ea Sp\u00ee ve Ser\u00eakaniy\u00ea sald\u0131r\u0131lar\u0131 s\u0131ras\u0131nda bu b\u00f6lgelerin fiilen T\u00fcrkiye\u2019ye b\u0131rak\u0131lmas\u0131yla birlikte, T\u00fcrkiye\u2019yi durdurmak ad\u0131na verilen \u201cgarantiler\u201d bir g\u00fcn bile tutulmad\u0131. \u201cT\u00fcrkiye sakinle\u015fsin, sald\u0131r\u0131 olmayacak, garantisi biziz\u201d denildi; ancak bu s\u00f6zlerin hi\u00e7biri prati\u011fe yans\u0131mad\u0131. K\u00fcrt direni\u015fi bir yandan \u00f6v\u00fcl\u00fcrken, di\u011fer yandan saraylara davetler ve diplomatik vaatlerle belirli bir hatta tutuldu. Bu bilin\u00e7li oyalama s\u00fcreci, bug\u00fcnk\u00fc y\u0131k\u0131c\u0131 sonu\u00e7lar\u0131n ba\u015fl\u0131ca nedenlerinden biridir.<\/p>\n\n\n\n<p>Tarihsel S\u00fcreklilik \u0130\u00e7inde Emperyalizm ve K\u00fcrt Halk\u0131<\/p>\n\n\n\n<p>ABD ba\u015fta olmak \u00fczere emperyalist akt\u00f6rler, K\u00fcrtleri ve b\u00f6lgedeki di\u011fer halklar\u0131 \u00f6zg\u00fcrl\u00fckleri i\u00e7in hi\u00e7bir zaman desteklemedi. 20. y\u00fczy\u0131l boyunca Mahabad\u2019dan Barzani hareketine, 1975 Cezayir Anla\u015fmas\u0131\u2019ndan 1991 sonras\u0131 G\u00fcney K\u00fcrdistan s\u00fcrecine kadar tekrar eden bir model i\u015fletildi: K\u00fcrtler ge\u00e7ici olarak kullan\u0131ld\u0131, ard\u0131ndan b\u00f6lgesel devletlerle yap\u0131lan pazarl\u0131klar\u0131n konusu haline getirildi. K\u00fcrt halk\u0131; T\u00fcrkiye, Irak ve Suriye gibi b\u00f6lgesel devletler \u00fczerinde bask\u0131 kurman\u0131n ge\u00e7ici bir arac\u0131 olarak g\u00f6r\u00fcld\u00fc. Emperyalizmin temel mant\u0131\u011f\u0131 a\u00e7\u0131kt\u0131r: Halklar\u0131n kendi kaderini tayin hakk\u0131 de\u011fil, \u00e7\u0131karlar\u0131n korunmas\u0131 esast\u0131r.<\/p>\n\n\n\n<p>Bu nedenle K\u00fcrtlerin g\u00fcvenli\u011fi ve kazan\u0131mlar\u0131, b\u00fcy\u00fck g\u00fc\u00e7lerin pazarl\u0131k masalar\u0131nda s\u00fcrekli olarak riske at\u0131ld\u0131. HT\u015e ve benzeri yap\u0131lar ise I\u015e\u0130D ve El Nusra gelene\u011finden beslenen, mezhep\u00e7i, halk d\u00fc\u015fman\u0131 ve gerici \u00f6rg\u00fctlerdir. Bu g\u00fc\u00e7lerin \u201cme\u015fru muhatap\u201d ya da \u201cdevletle\u015fme s\u00fcrecinin par\u00e7as\u0131\u201d olarak sunulmas\u0131, Suriye\u2019de ger\u00e7ek bir bar\u0131\u015f\u0131n \u00f6n\u00fcndeki en b\u00fcy\u00fck engellerden biridir.<\/p>\n\n\n\n<p>T\u00fcrkiye Destekli Silahl\u0131 Yap\u0131lar ve Kar\u015f\u0131-Devrimci \u015eiddet<\/p>\n\n\n\n<p>Suriye sahas\u0131nda faaliyet g\u00f6steren 62. T\u00fcmen (S\u00fcleyman \u015eah\/El Em\u015fat), 72. T\u00fcmen (Sultan Murad), 76. T\u00fcmen (El Hamzat) ve 80. T\u00fcmen (Nureddin Zengi Hareketi) gibi yap\u0131lar; do\u011frudan ya da dolayl\u0131 bi\u00e7imde T\u00fcrkiye taraf\u0131ndan organize edilmi\u015f, e\u011fitilmi\u015f ve sahaya s\u00fcr\u00fclm\u00fc\u015f silahl\u0131 gruplard\u0131r.<\/p>\n\n\n\n<p>Bu yap\u0131lar yaln\u0131zca K\u00fcrt halk\u0131na de\u011fil; Alevilere ve farkl\u0131 inan\u00e7 gruplar\u0131na y\u00f6nelik katliam, ya\u011fma ve zorla yerinden etme pratiklerinde de ba\u015fat roller \u00fcstlenmi\u015ftir. Ya\u015fananlar\u0131n basit bir \u201cg\u00fcvenlik\u201d ya da \u201cter\u00f6rle m\u00fccadele\u201d meselesi olmad\u0131\u011f\u0131; mezhep\u00e7i, milliyet\u00e7i ve gerici bir \u015fiddet hatt\u0131n\u0131n sistematik bi\u00e7imde devreye sokuldu\u011fu a\u00e7\u0131kt\u0131r. Emperyalist g\u00fc\u00e7ler, bu yap\u0131lar\u0131 uluslararas\u0131 me\u015fruiyet kazand\u0131rmak i\u00e7in kullanm\u0131\u015f; K\u00fcrtler ise bu s\u00fcre\u00e7te ara\u00e7salla\u015ft\u0131r\u0131lm\u0131\u015ft\u0131r. HT\u015e\u2019nin Alevi katliam\u0131yla u\u00e7urumun e\u015fi\u011fine geldi\u011fi bir a\u015famada, emperyalistler K\u00fcrtleri bir \u201cfon\u201d olarak kullanm\u0131\u015f; b\u00f6ylece Colani y\u00f6netimi hem kurtar\u0131lm\u0131\u015f hem de uluslararas\u0131 me\u015fruiyeti g\u00fcvence alt\u0131na al\u0131nm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Diyalog Yan\u0131lsamas\u0131 ve T\u00fcrkiye Ger\u00e7e\u011fi<\/p>\n\n\n\n<p>Rojava y\u00f6netiminin T\u00fcrkiye\u2019ye y\u00f6nelik bitmeyen \u201cdiyalog\u201d \u00e7a\u011fr\u0131lar\u0131; Afrin i\u015fgal edilirken, Koban\u00ea ku\u015fatma alt\u0131ndayken ve bug\u00fcn Halep\u2019te K\u00fcrt mahalleleri etnik temizli\u011fe maruz kal\u0131rken de s\u00fcrm\u00fc\u015ft\u00fcr. Oysa T\u00fcrkiye\u2019nin Suriye\u2019deki temel amac\u0131, K\u00fcrtlerin hangi ad alt\u0131nda olursa olsun siyasal ve toplumsal kazan\u0131mlar\u0131n\u0131 ezmektir.<\/p>\n\n\n\n<p>Bu ger\u00e7ek defalarca dile getirilmi\u015f ve sahada uygulanm\u0131\u015ft\u0131r. Buna ra\u011fmen KCK taraf\u0131ndan yap\u0131lan \u015fu a\u00e7\u0131klama, bu yan\u0131lsaman\u0131n h\u00e2l\u00e2 s\u00fcrd\u00fc\u011f\u00fcn\u00fc g\u00f6stermektedir:<\/p>\n\n\n\n<p>\u201c\u00c7\u00fcnk\u00fc bu K\u00fcrtler T\u00fcrkiye\u2019deki K\u00fcrtlerin akrabalar\u0131d\u0131r. T\u00fcrkiye nas\u0131l ki T\u00fcrkmenlere sahip \u00e7\u0131k\u0131yorsa K\u00fcrtlere de sahip \u00e7\u0131kmal\u0131d\u0131r. T\u00fcrkiye K\u00fcrt-T\u00fcrk karde\u015fli\u011fine dayal\u0131 yeni bir y\u00fcz y\u0131l yaratmak istiyorsa yapmas\u0131 gereken budur.\u201d<\/p>\n\n\n\n<p>Bu yakla\u015f\u0131m, sald\u0131r\u0131lar\u0131 fiilen planlayan ve y\u00f6neten bir devletten h\u00e2l\u00e2 \u201columlu rol\u201d beklemenin ifadesidir. G\u00fc\u00e7 ili\u015fkilerini de\u011fil, iyi niyet varsay\u0131mlar\u0131n\u0131 esas alan bu siyasetin sonu\u00e7lar\u0131, defalarca a\u011f\u0131r bi\u00e7imde ya\u015fanm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>K\u00fcrt Siyasetinin Krizi ve Tarihsel Dersler<\/p>\n\n\n\n<p>Olaylar ya\u015fand\u0131ktan sonra yap\u0131lan te\u015fhislerin s\u0131n\u0131rl\u0131l\u0131\u011f\u0131 a\u00e7\u0131kt\u0131r; ancak K\u00fcrt siyasetinin bu s\u00fcre\u00e7lerden gerekli dersleri \u00e7\u0131karmad\u0131\u011f\u0131 da ortadad\u0131r. Duygusal tepkiler k\u0131sa s\u00fcreli parlamakta, somut ve kal\u0131c\u0131 kazan\u0131mlara d\u00f6n\u00fc\u015fememektedir.<\/p>\n\n\n\n<p>Otuz y\u0131l\u0131 a\u015fk\u0131n s\u00fcredir \u201csoyut bar\u0131\u015f\u201d s\u00f6ylemi etraf\u0131nda \u015fekillenen, tarihsel isyan miras\u0131n\u0131 daraltan bir siyasal hatt\u0131n sonu\u00e7 \u00fcretmedi\u011fi bug\u00fcn daha net g\u00f6r\u00fclmektedir. Tarihsel haf\u0131zas\u0131 zay\u0131flayan toplumlar, uzun vadeli stratejiler geli\u015ftiremez; modern \u00f6rg\u00fctl\u00fcl\u00fckler ve kolektif \u00f6nderlikler in\u015fa edemez.<\/p>\n\n\n\n<p>Anti-Emperyalist M\u00fccadelede Tarihsel Kopu\u015fun Zorunlulu\u011fu<\/p>\n\n\n\n<p>HT\u015e\u2019nin SDG\u2019ye y\u00f6nelik sald\u0131r\u0131lar\u0131 ve ortaya \u00e7\u0131kan \u00e7at\u0131\u015fmalar, iki silahl\u0131 g\u00fc\u00e7 aras\u0131ndaki dar bir m\u00fccadele de\u011fildir. Bu \u00e7at\u0131\u015fma; emperyalizmin, b\u00f6lgesel devletlerin ve gerici paramiliter yap\u0131lar\u0131n ortakla\u015fa yaratt\u0131\u011f\u0131 yap\u0131sal bir krizin \u00fcr\u00fcn\u00fcd\u00fcr.<\/p>\n\n\n\n<p>K\u00fcrt halk\u0131n\u0131n ve Suriye\u2019deki t\u00fcm ezilenlerin gelece\u011fi; emperyalizme, b\u00f6lgesel devletlere ve mezhep\u00e7i \u00e7etelere yaslanmayan, anti-emperyalist, laik, e\u015fitlik\u00e7i ve sosyalist bir hatt\u0131n in\u015fa edilmesine ba\u011fl\u0131d\u0131r. Bu hat; etnik ya da dini \u00fcst\u00fcnl\u00fck iddialar\u0131na de\u011fil, emek\u00e7ilerin, kad\u0131nlar\u0131n ve gen\u00e7lerin \u00f6z \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fcne, halklar\u0131n e\u015fitli\u011fine ve ortak m\u00fccadelesine dayanmal\u0131d\u0131r.<\/p>\n\n\n\n<p>Onurlu ve bar\u0131\u015f\u00e7\u0131l bir ya\u015fam; tutulmayan s\u00f6zlere, diplomatik oyalamalara ve sahte garantilere de\u011fil, emperyalist sistemle a\u00e7\u0131k bir siyasal kopu\u015fa ve kolektif direni\u015fe dayanabilir. K\u00fcrt halk\u0131n\u0131n kurtulu\u015fu, onu s\u00fcrekli pazarl\u0131k nesnesine d\u00f6n\u00fc\u015ft\u00fcren emperyalist akl\u0131n s\u0131n\u0131rlar\u0131 i\u00e7inde de\u011fil; bu ak\u0131lla tarihsel bir hesapla\u015fma i\u00e7inde m\u00fcmk\u00fcnd\u00fcr.
