Mizah\u0131, sanat\u0131, d\u00fc\u015f\u00fcnceyi ve toplumsal muhalefeti s\u00fcrekli bir tehdit olarak g\u00f6ren y\u00f6netimler, asl\u0131nda kendi siyasal me\u015fruiyetlerinin ne kadar k\u0131r\u0131lgan oldu\u011funu a\u00e7\u0131\u011fa vururlar. \u00c7\u00fcnk\u00fc bir karikat\u00fcrden, bir tiyatro oyunundan ya da birka\u00e7 c\u00fcmlelik bir hicivden korkan bir iktidar\u0131n as\u0131l korkusu mizah de\u011fil, mizah\u0131n g\u00f6r\u00fcn\u00fcr k\u0131ld\u0131\u011f\u0131 toplumsal ger\u00e7ekliktir.<\/p>\n\n\n\n<p>&#8220;Ne\u015femizi de \u00e7alamazlar ya&#8230;&#8221; s\u00f6z\u00fc bu nedenle yaln\u0131zca bir espri de\u011fil, bask\u0131ya kar\u015f\u0131 geli\u015ftirilmi\u015f g\u00fc\u00e7l\u00fc bir siyasal itirazd\u0131r. Bu c\u00fcmle, toplumun \u00fczerine \u00e7\u00f6ken korku iklimine kar\u015f\u0131 ya\u015fam\u0131, umudu ve direnme iradesini savunmaktad\u0131r. Mizah\u0131n tarihsel g\u00fcc\u00fc de tam burada ortaya \u00e7\u0131kar. \u00c7\u00fcnk\u00fc mizah, egemenlerin kurmaya \u00e7al\u0131\u015ft\u0131\u011f\u0131 kutsall\u0131k z\u0131rh\u0131n\u0131 par\u00e7alar; iktidar\u0131n mutlakl\u0131k iddias\u0131n\u0131 s\u0131radanla\u015ft\u0131r\u0131r ve korku siyasetini alaya alarak etkisizle\u015ftirir.<\/p>\n\n\n\n<p>Tarih boyunca otoriter y\u00f6netimler yaln\u0131zca \u00f6rg\u00fctl\u00fc siyasal muhalefetten de\u011fil, halk\u0131n g\u00fclme cesaretinden de korkmu\u015ftur. \u00c7\u00fcnk\u00fc insanlar birlikte g\u00fclebildikleri \u00f6l\u00e7\u00fcde birlikte d\u00fc\u015f\u00fcnmeye, birlikte sorgulamaya ve sonunda birlikte m\u00fccadele etmeye ba\u015flarlar. Bu nedenle mizah, yaln\u0131zca k\u00fclt\u00fcrel bir \u00fcretim bi\u00e7imi de\u011fil, ayn\u0131 zamanda siyasal m\u00fccadelenin \u00f6nemli ara\u00e7lar\u0131ndan biridir. Bertolt Brecht&#8217;in de vurgulad\u0131\u011f\u0131 gibi sanat ve mizah, toplumsal \u00e7eli\u015fkileri g\u00f6r\u00fcn\u00fcr k\u0131ld\u0131\u011f\u0131, egemen ideolojinin yaratt\u0131\u011f\u0131 yan\u0131lsamalar\u0131 da\u011f\u0131tt\u0131\u011f\u0131 \u00f6l\u00e7\u00fcde ger\u00e7ek i\u015flevini yerine getirir.<\/p>\n\n\n\n<p>Bug\u00fcn ya\u015fanan bask\u0131lar yaln\u0131zca tek tek ki\u015filere y\u00f6nelik hukuki s\u00fcre\u00e7ler olarak de\u011ferlendirilemez. NATO kar\u015f\u0131t\u0131 protestolara kat\u0131lanlar\u0131n, ele\u015ftirel g\u00f6r\u00fc\u015f a\u00e7\u0131klayan akademisyenlerin, gazetecilerin, \u00f6\u011frencilerin, sendikac\u0131lar\u0131n ve sanat\u00e7\u0131lar\u0131n farkl\u0131 bi\u00e7imlerde bask\u0131yla kar\u015f\u0131la\u015fmas\u0131, toplumsal muhalefetin de\u011fi\u015fik dinamiklerini ortak bir bask\u0131 politikas\u0131 alt\u0131nda etkisizle\u015ftirme \u00e7abas\u0131n\u0131n par\u00e7alar\u0131 olarak okunmal\u0131d\u0131r. Egemen s\u0131n\u0131flar, ekonomik krizlerin derinle\u015fti\u011fi, gelir adaletsizli\u011finin b\u00fcy\u00fcd\u00fc\u011f\u00fc ve toplumsal ho\u015fnutsuzlu\u011fun artt\u0131\u011f\u0131 d\u00f6nemlerde yaln\u0131zca g\u00fcvenlik ayg\u0131tlar\u0131n\u0131 de\u011fil, ayn\u0131 zamanda yarg\u0131y\u0131, medyay\u0131 ve ideolojik ayg\u0131tlar\u0131n\u0131 da daha yo\u011fun bi\u00e7imde devreye sokarlar. Ama\u00e7, toplumu siyasal olarak pasifle\u015ftirmek, korkuyu g\u00fcndelik hayat\u0131n do\u011fal bir par\u00e7as\u0131 h\u00e2line getirmek ve insanlar\u0131n kolektif tepki verme kapasitesini zay\u0131flatmakt\u0131r.<\/p>\n\n\n\n<p>Ancak tarih, bask\u0131n\u0131n hi\u00e7bir zaman tek ba\u015f\u0131na kal\u0131c\u0131 bir y\u00f6netim bi\u00e7imi olamad\u0131\u011f\u0131n\u0131 g\u00f6stermektedir. Siyasal iktidarlar bask\u0131y\u0131 art\u0131rd\u0131k\u00e7a toplumun farkl\u0131 kesimleri aras\u0131nda yeni dayan\u0131\u015fma kanallar\u0131 olu\u015fur. Yasaklanan her s\u00f6z daha fazla insan taraf\u0131ndan duyulur; susturulmak istenen her ses ise daha geni\u015f kesimlerin dikkatini \u00e7eker. Bu nedenle bask\u0131 politikalar\u0131 k\u0131sa vadede sessizlik yaratabilse de uzun vadede toplumsal \u00f6fkenin ve siyasal itiraz\u0131n b\u00fcy\u00fcmesine zemin haz\u0131rlar.<\/p>\n\n\n\n<p>Bug\u00fcn mizah\u0131n hedef al\u0131nmas\u0131 tesad\u00fcfi de\u011fildir. \u00c7\u00fcnk\u00fc mizah, korkunun en b\u00fcy\u00fck d\u00fc\u015fman\u0131d\u0131r. Korku insanlar\u0131n yaln\u0131zla\u015fmas\u0131na dayan\u0131rken, mizah onlar\u0131 ortak bir duygu etraf\u0131nda bulu\u015fturur. Korku insanlar\u0131 sessizle\u015ftirirken kahkaha onlar\u0131 birbirine yakla\u015ft\u0131r\u0131r. Bu y\u00fczden otoriter y\u00f6netimler yaln\u0131zca \u00f6rg\u00fctl\u00fc siyasal hareketlerden de\u011fil, insanlar\u0131n birlikte g\u00fclmesinden de rahats\u0131z olurlar. \u00c7\u00fcnk\u00fc birlikte g\u00fclebilen insanlar, birlikte direnebileceklerini de ke\u015ffederler.<\/p>\n\n\n\n<p>Bu tablo yaln\u0131zca ifade \u00f6zg\u00fcrl\u00fc\u011f\u00fcne y\u00f6nelik bir m\u00fcdahale olarak de\u011ferlendirilemez. Ayn\u0131 zamanda toplumun siyasal haf\u0131zas\u0131n\u0131, ele\u015ftirel d\u00fc\u015f\u00fcnme yetene\u011fini ve kamusal tart\u0131\u015fma alan\u0131n\u0131 daraltmaya y\u00f6nelik daha kapsaml\u0131 bir y\u00f6netme anlay\u0131\u015f\u0131n\u0131n \u00fcr\u00fcn\u00fcd\u00fcr. Muhalefetin her bi\u00e7imini kriminalize etmeye \u00e7al\u0131\u015fan siyasal anlay\u0131\u015f, yaln\u0131zca bug\u00fcn\u00fc denetim alt\u0131na almaya de\u011fil, gelece\u011fin toplumsal m\u00fccadele olanaklar\u0131n\u0131 da s\u0131n\u0131rland\u0131rmaya \u00e7al\u0131\u015fmaktad\u0131r. Ancak tarihsel deneyimler g\u00f6stermektedir ki hi\u00e7bir iktidar, bask\u0131y\u0131 sonsuza kadar toplumsal r\u0131zan\u0131n yerine koyamam\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Karl Marx&#8217;\u0131n belirtti\u011fi gibi, egemen s\u0131n\u0131flar yaln\u0131zca ekonomik \u00fcretim ara\u00e7lar\u0131n\u0131 de\u011fil, d\u00fc\u015f\u00fcnsel \u00fcretim ara\u00e7lar\u0131n\u0131 da denetim alt\u0131nda tutmaya \u00e7al\u0131\u015f\u0131rlar. Bu nedenle mizah, sanat ve ele\u015ftirel d\u00fc\u015f\u00fcnce \u00fczerindeki bask\u0131lar yaln\u0131zca k\u00fclt\u00fcrel alanla ilgili de\u011fildir; ayn\u0131 zamanda s\u0131n\u0131f m\u00fccadelesinin ideolojik cephesinin de \u00f6nemli bir par\u00e7as\u0131d\u0131r. Antonio Gramsci&#8217;nin ifade etti\u011fi hegemonya m\u00fccadelesi tam da bu noktada anlam kazan\u0131r. Egemenler yaln\u0131zca zor yoluyla de\u011fil, r\u0131za \u00fcreterek de y\u00f6netmek isterler. Mizah ise bu r\u0131zay\u0131 bozan, iktidar\u0131n do\u011fal ve de\u011fi\u015fmez oldu\u011fu fikrini sarsan g\u00fc\u00e7l\u00fc bir ara\u00e7t\u0131r.<\/p>\n\n\n\n<p>Bug\u00fcn ne\u015feyi savunmak, yaln\u0131zca bireysel bir ruh h\u00e2lini savunmak de\u011fildir. Ne\u015feyi savunmak; korkuya, teslimiyete ve siyasal edilgenli\u011fe kar\u015f\u0131 ya\u015fam\u0131 savunmakt\u0131r. \u00c7\u00fcnk\u00fc halklar\u0131n tarihini belirleyen \u015fey yaln\u0131zca bask\u0131n\u0131n b\u00fcy\u00fckl\u00fc\u011f\u00fc de\u011fil, o bask\u0131ya kar\u015f\u0131 geli\u015ftirilen \u00f6rg\u00fctl\u00fc dayan\u0131\u015fma, direnme iradesi ve \u00f6zg\u00fcrl\u00fck aray\u0131\u015f\u0131d\u0131r. \u0130ktidarlar\u0131n en b\u00fcy\u00fck korkusu da tam olarak budur: Korkunun yerini cesaretin, yaln\u0131zl\u0131\u011f\u0131n yerini dayan\u0131\u015fman\u0131n ve sessizli\u011fin yerini \u00f6rg\u00fctl\u00fc toplumsal itiraz\u0131n almas\u0131.<\/p>\n\n\n\n<p>Bu nedenle ne\u015feyi susturmaya \u00e7al\u0131\u015fanlar, ger\u00e7ekte kendi korkular\u0131n\u0131 b\u00fcy\u00fctmektedir. \u00c7\u00fcnk\u00fc tarihin hi\u00e7bir d\u00f6neminde kahkaha yasaklarla ortadan kald\u0131r\u0131lamam\u0131\u015f, d\u00fc\u015f\u00fcnce bask\u0131yla yok edilememi\u015f, halklar\u0131n \u00f6zg\u00fcrl\u00fck \u00f6zlemi ise tutuklamalarla sona erdirilememi\u015ftir.
